Most AI agent deployments degrade silently. The model is fine. The infrastructure is fine. What degrades is the quality of reasoning as context accumulates, compacts, and loses the structural information that made earlier decisions coherent.

UCS addresses this directly. It is a framework for maintaining metacognitive state — the system's awareness of its own reasoning processes — across the compaction cycles that are unavoidable in any persistent agent.

Empirical results across 11 controlled experiments showed a 1,563× improvement in context-sensitive routing. Not a marginal gain. A structural one.

There is a difference between an AI that can make good decisions and one that consistently does. That gap lives in the metacognitive layer — the system's ability to assess its own reasoning quality, recognize when context has shifted, and adjust its approach accordingly.

Emergent Judgment is the first framework to treat that layer as a buildable skill rather than an emergent property. It defines what the skill consists of, how it develops in persistent agents, and what its presence or absence looks like in operational behavior.

R4T-ACL formalizes that mapping. The "ratchet wall" mechanism prevents the system from relaxing constraints it has already established — each verified fact narrows the solution space and cannot be undone by subsequent ambiguity.
